# Multifamily Heading Into Q4 2026: The Supply Wave Is Being Absorbed, but Pricing Power Hasn't Returned

For the past two years, the multifamily story has been about supply. Developers delivered a historic wave of new units, and operators across much of the country spent 2025 and 2026 competing for residents with concessions and flat rents.

Heading into the fourth quarter, the data points to a market in transition. Vacancy is easing, concessions are reaching fewer units, and new construction has slowed sharply. But rents are still flat nationally, discounts remain unusually deep, and in many markets expenses are still rising faster than revenue.

Here's what the latest numbers say, and what they mean for property managers and owners planning for the end of the year.

## **1. Concessions Are Reaching Fewer Units, but They're Still Deep**

In August 2026, 15.4% of stabilized U.S. apartment units offered concessions. That was the third consecutive monthly decline, down from 15.8% in July ([CRE Daily](https://www.credaily.com/?p=223151)).

The catch is depth. The average concession held at about 11% of asking rent, roughly 5.7 weeks free on a 12-month lease. That's the same depth last seen in March 2010. Operators are offering deals on fewer units, but where they do, they're still giving a lot away.

The pressure isn't spread evenly. Class C properties led concession use at 19.7% in August, compared with 13.7% for Class B and 12.9% for Class A.

**What it means:** concessions are becoming a targeted tool rather than a blanket one. Older, lower-rent properties are still competing hardest for residents.

## **2. The Supply Wave Is Cresting**

New construction has pulled back sharply. Apartment starts fell to roughly 55,000 units in the first quarter of 2026, a 73% drop from the 2022 peak and the lowest quarterly total since 2011, according to CoStar. Units under construction shrank to about 579,000, down more than half from early 2023 ([Multifamily Executive](https://www.multifamilyexecutive.com/index%2Ephp/rent-trends/vacancy-climb-88-supply-overhang-pressures-multifamily-fundamentals)).

The units already in the pipeline are still arriving, though. Annual completions of about 340,000 units continue to outpace absorption of 270,000+ units ([CRE Daily](https://www.credaily.com/?p=223151)). The gap is narrowing, but it hasn't closed.

## **3. Vacancy Is Easing, but Leasing Is Slower**

Apartment List puts vacancy at stabilized properties at 7% in September, down from a 7.3% peak in February, which was the highest since its tracking began in 2017. The same report shows units taking an average of 34 days to lease, the longest September reading since Apartment List began tracking it in 2019 ([CRE Daily](https://www.credaily.com/?p=223400)). The takeaway: the supply wave is finally being absorbed, even if residents are taking their time.

Not every forecast agrees on the timing. CoStar projected in May that vacancy on its own measure would reach 8.8% by the end of 2026 before peaking in early 2027 ([Multifamily Executive](https://www.multifamilyexecutive.com/index%2Ephp/rent-trends/vacancy-climb-88-supply-overhang-pressures-multifamily-fundamentals)). Different data providers measure vacancy differently, so the direction of each series matters more than comparing their levels.

## **4. Rents Are Flat Nationally, and Local Markets Are Diverging**

The headline rent number depends on who you ask, but every source tells a similar story: rents are roughly flat.

Same-store effective rents, which track the same units over time, rose 0.9% year over year in August ([CRE Daily](https://www.credaily.com/?p=223151)).

Beneath the national average, markets are moving in opposite directions. San Francisco led annual growth at +12.8% and San Jose at +8.2%, while San Antonio (-1.8%), Las Vegas (-1.3%), Denver (-1.0%), and Houston (-1.0%) declined, per Apartments.com. By region, the Pacific, Midwest, and Northeast all posted annual growth above 2%, while the South grew just 0.2%.

**What it means:** a national average hides a lot. Metros across the South and Mountain West, including San Antonio, Austin, Denver, and Phoenix, are still posting annual declines, while much of the Pacific, Midwest, and Northeast is seeing real rent growth again. Local strategy matters more than national headlines.

## **5. Expenses Are Squeezing NOI Where Rents Are Flat**

Flat rents would be manageable if costs were flat too. Midyear results from three large apartment REITs show how much it depends on the market:

- **MAA** (Sun Belt-focused): second-quarter same-store revenue fell 0.3% while operating expenses rose 0.8%, and NOI fell 1%. The company now expects full-year same-store NOI between -1.7% and -0.1% ([Zacks](https://www.zacks.com/stock/news/2964968/mid-america-apartment-q2-ffo-misses-estimates-as-same-store-noi-falls), July 30, 2026).
- **AvalonBay**: second-quarter same-store revenue rose 1.6%, but operating expenses rose 2.9%, so NOI grew just 1%. It raised its full-year NOI outlook to a range of 0% to 1.4% ([Nasdaq](https://www.nasdaq.com/articles/avalonbay-q2-ffo-beats-estimates-same-store-gains-26-views-raised), July 23, 2026).
- **Essex** (West Coast-focused): raised its full-year outlook to same-property revenue growth of 2.5% to 3.1%, expense growth of 2.5% to 3%, and NOI growth of 2.3% to 3.3% ([Zacks via Eastern Progress](https://www.easternprogress.com/ess-q2-ffo-beats-estimates-on-higher-property-noi-26-view-raised/article_3351be61-1014-5fad-9fe4-b3b5d3390781.html)).

**What it means:** where rents are growing, owners can absorb rising costs. Where rents are flat or falling, every extra expense dollar comes straight out of NOI, which makes cost control and resident retention the main levers for 2026.

## **What Property Managers Can Do in Q4**

The data suggests a few practical priorities for the rest of the year:

1. **Make renewals the first line of defense.** With leasing taking longer and concessions still deep, keeping a current resident is usually cheaper than replacing one. One industry study put the cost of replacing a resident at nearly $4,000 (Zego, 2022, via [Multifamily Dive](https://www.multifamilydive.com/news/it-costs-nearly-4000-to-replace-a-resident-when-they-leave/627619/)).
2. **Use concessions surgically.** The market is moving away from blanket specials. Target incentives at the unit types, floor plans, or lease terms that are actually sitting.
3. **Read your submarket, not the national headline.** A flat national average can hide strong growth in one metro and steep declines in another. Price and plan locally.
4. **Go into 2027 budgeting expense-first.** With rent growth modest, controlling and recovering operating costs is where most NOI improvement will come from.
5. **Watch the pipeline.** With starts at their lowest level since 2011, today's oversupplied markets could tighten once current construction delivers. Owners who protect occupancy now will be best positioned when pricing power returns.

## **The Bottom Line**

Q4 2026 isn't a recovery yet, but it's no longer a free fall. The supply wave is being absorbed, and the construction slowdown sets up a tighter market ahead. Until then, the operators who win will be the ones who hold occupancy, price locally, and treat every expense line as an opportunity.
